Quality-assured capacity building and technical assistance for HIV/AIDS programmes… …when you need it!
Funding for HIV/AIDS has grown from $2.2 billion in 2002, to a projected $8.4 billion in 2007 (Peter Piot, July 2006). Yet availability of technical assistance has not kept pace with the dramatic increase in resources. Without immediate action to address the technical assistance needs and capacity gaps, the increased investment in AIDS will produce meagre results. This would waste a key opportunity to fight the epidemic – and make donors hesitant to fund HIV programmes.
In response, UNAIDS has established the HIV/AIDS Technical Support Facility for South East Asia and the Pacific to strengthen country partners’ access to timely and quality assured local/ regional technical assistance.

With an international team dedicated to assisting governments, agencies, companies and foundations to create, manage and monitor effective HIV/AIDS-related programs, and an extensive network of highly skilled and experienced, local, regional and international consultants, the TSF provides:
· Timely, quality assured Technical Assistance in agreed priority areas · Capacity Building through professional development of local and regional expertise · Strengthening of country partners’ capacity to manage Technical Assistance effectively.
TSF Clients include governments, National AIDS Councils, donors, multilateral agencies, the business sector and civil society. At TSF, we work hand in hand with our clients to develop tailored solutions. A “one stop shop”, the TSF works with clients on all aspects of an assignment: developing terms of reference, sourcing appropriate expertise, managing contracts and logistics, supervising consultants, ensure clients’ needs are met throughout the course of and assignment, and ensuring that reports and action plans are of the highest quality.
