The East & South East Asia and Oceania Region (ESEAOR) is one of the 6 Regions of IPPF, working in 26 Countries and based in Kuala Lumpur, Malaysia.

Text Box: IPPF ESEAOR is seeking dynamic and motivated individuals for the following three positions in the Technical Support Facility for HIV/AIDS for South East Asia and the Pacific (TSF SEAP): 

1.  Business Manager 
2. Programme Manager (Quality Assurance, Monitoring and Evaluation, Strategic Information) 
3.  Consultancy Officer 

All posts are based in Kuala Lumpur, Malaysia 

With funding from the Joint United Nations Programme on HIV/AIDS (UNAIDS), IPPF ESEAOR is operating a regional  Technical  Support  Facility  (TSF  SEAP)  for  HIV  and  AIDS.    The  TSF has  recently undergone  a restructuring to enable it to more effectively respond to the technical support and capacity building needs in the region.  To take the new structure forward we are seeking to appoint three new posts: 

1. Business Manager 
The Business Manager is responsible for the effective functioning of the Contracts, Finance and Administration systems of the TSF including the supervision of the Finance Assistant and Contracts Officer. Key responsibilities will include: 
Ensuring compliance with IPPF and UNAIDS accountability requirements 
Managing the Contracts and Finance Unit and supervising support staff 
Maintaining and updating the TSF operations manuals and standard operating procedures 
Ensuring timely, accurate and complete financial reporting 
Assisting the TSF Director with development of workplans, budgets and logframes 
Requirements 
Essential 
An MBA Degree or at least a Diploma in Management or Administration 
Extensive experience in financial and contract management 
Experience and competence in office management 
Strong process and systems management skills 
Preferable 
Knowledge of and/or experience in administration of technical assistance 
Some knowledge of HIV/AIDS issues in the Southeast Asia and Pacific Region 

The post of Business Manager will initially be offered for a one year period. Salary is negotiable depending on experience and qualifications but in the range of MR133,829 – MR150,626. 

2. Programme Manager (QAMESI) 
The Programme Manager (QAMESI) is responsible for the development and implementation of the TSF’s quality assurance and consultant sourcing and selection systems, for the monitoring and evaluation of TSF services and operations, for the compilation, analysis and dissemination of strategic information and for the management of the TSF’s information systems.  The Programme Manager (QAMESI) supervises the work of the Consultancy Officer. Key responsibilities will include: 
To manage the Quality Assurance Unit, including supervision of the Consultancy Officer. 
To  act  as  the  TSF focal  point  on  issues  related  to  quality  assurance,  monitoring  and  evaluation  and strategic information. 
To act as the management lead on new consultant sourcing and recruitment. 
To  ensure  the  effective  flow  of  strategic  information  and  prompt  feedback  into  the  TSF’s  QA/M&E systems. 

Requirements 
A Masters degree in any discipline related to the multi-sectoral response to HIV/AIDS 
A solid technical perspective on HIV/AIDS issues in the region 
Working experience in programme monitoring and evaluation and/or quality assurance 
An understanding of basic statistics 
Experience with organizations/programmes providing technical assistance 
Experience managing and developing data/information systems 
Report writing skills 

The post of Programme Manager will initially be offered for a one year period. Salary is negotiable depending on experience and qualifications but in the range of MR133,829 – MR150,626. 

3. Consultancy Officer 
The Consultancy Officer is responsible for ensuring that a technical perspective (on HIV/AIDS consultancy) is consistently applied to the sourcing and recruitment of new consultants, to consultant matching (for assignments and capacity building activities), and to the management of consultant data in the TSF’s database system.  The post is supervised by the Programme Manager (QAMESI) and coordinates closely with the Contracts Officer.  Key responsibilities will include: 
To support the Programme Manager (QAMESI) on new consultant recruitment and provide him/her with consultant portfolio profiling data as required. 
To manage online consultant registrations and field them to the appropriate staff for quality assurance checks and inputting into the database. 
To conduct consultant database searches to shortlist those with the appropriate technical, experiential and cost profile for the assignment. 
To prepare Comparative Analysis’s and CV Reviews of screened consultants for consideration by the Programme Managers. 

Requirements 
A Bachelors degree in any discipline related to the multi-sectoral response to HIV/AIDS 
Knowledge of HIV/AIDS issues in the region 
Experience with organizations/programmes providing technical assistance 
Good writing skills 
Experience managing and developing data/information systems 
The  post  of  Consultancy  Officer  will  be  offered  for  a  one  year period.  Salary  is  negotiable  depending  on  experience and qualifications but in the range of MR50,932 – MR57,324.
